ІНТЕГРАЦІЙНА МОДЕЛЬ ВЗАЄМОЗВ’ЯЗКУ МІЖНАРОДНО-ПРАВОВИХ НОРМ ТА НАЦІОНАЛЬНИХ МЕХАНІЗМІВ ІМПЛЕМЕНТАЦІЇ ЕКОНОМІЧНИХ ІНСТРУМЕНТІВ СТАЛОГО РОЗВИТКУ

Анотація

The purpose of the article is to develop an integration model of the relationship between international legal norms and national mechanisms of implementation of economic instruments of sustainable development with the subsequent systematization of their functional interactions and substantiation of directions for increasing the economic efficiency of state policy in Ukraine in the conditions of post-war recovery. To achieve the set goal, the article uses a set of general scientific and special research methods: a systematic approach to form a holistic model of the interaction of international norms and national mechanisms; analysis and synthesis to generalize theoretical provisions and identify key elements of the model; a comparative method to assess the features of the implementation of economic instruments in different institutional conditions; economic and analytical methods for determining the effectiveness of the functioning of sustainable development instruments. Results. In the course of the study, an integration model was developed that reflects the relationship between international legal norms, national institutional mechanisms and economic instruments of sustainable development. It was established that the effectiveness of implementation is determined by the level of coherence of the regulatory framework, institutional capacity and the quality of economic regulation. It was revealed that the key role is played by the integration of macroeconomic, environmental and social parameters into a single management system. It was proven that the use of economic instruments, in particular environmental taxation, investment incentives and market mechanisms, ensures an increase in the effectiveness of implementation processes, provided that proper institutional support is provided. The presence of structural imbalances between the formal implementation of norms and the actual results of their implementation was determined, which reduces the overall effectiveness of sustainable development policy. The need to integrate analytical assessment tools to increase the coherence of management decisions was substantiated. The scientific novelty of the research lies in the development of an integration model of the relationship between international legal norms and national mechanisms for the implementation of economic instruments for sustainable development, which takes into account the multilevel nature of their interaction and allows for a comprehensive assessment of effectiveness. The approach to the analysis of implementation processes has been improved by combining institutional, economic and regulatory dimensions. The practical significance of the scientific research lies in the possibility of applying the proposed model by state authorities in the formation of sustainable development policy and improving mechanisms for the implementation of international norms. The results can be used to increase the effectiveness of economic instruments, as well as in scientific, analytical and educational activities
