Institutional Mechanisms for the Integration of Education, Science, and Production in an Innovation-Based Model of Economic Development
Анотація
The aim of the article is to systematize approaches to institutional mechanisms of integration of education, science, and production in the innovative model of economic development and to substantiate directions for their improvement in Ukraine based on strategic planning. The article substantiates the role of institutional mechanisms of integration of education, science, and production as a key condition for the transition to an innovative model of economic development. The content of institutional integration is revealed as a combination of formal rules (legislation, standards, procedures), organizational forms (scientific and industrial parks, clusters, technology transfer offices, competence centers), economic incentives (grants, vouchers, co-financing of R&D), and communication-contractual tools (R&D contracts, licensing, joint laboratories). Based on international and national strategic planning documents, the priorities for forming a knowledge economy and human capital, as well as the role of continuous innovative education in ensuring technological renewal, have been identified. Institutional gaps in the interaction between universities, the research sector, and business have been analyzed, manifested in insufficient policy coordination, weak demand from enterprises for R&D, and limited commercialization of research results. Empirical evidence of low innovation activity of enterprises and an imbalance in the structure of R&D expenditures has been summarized, confirming the need to update government support tools and develop partnerships. A package of institutional solutions has been formulated based on the «triple helix» model and the principles of strategic planning: strengthening inter-agency coordination, developing technology transfer infrastructure, launching incentives for business innovation, scaling dual education and lifelong learning mechanisms. The proposed approach considers the integration of «education – science – production» as a managed institutional process that provides a multiplier effect for sustainable economic growth.
