Theoretical and practical aspects of public-private partnership in the field of protection of cultural heritage of Ukraine in modern period

Анотація

Abstract. The aim of this paper is to analyze the theoretical foundations, including the concepts and factors that determine the need to introduce public-private partnerships in the national sphere of cultural heritage protection of the modern period, defining practical components. Methodology. The author uses as a methodological basis of this study the principles and methods of the cultural approach to the analysis of numerous publications, practical experience and norms of national legislation on the protection of cultural heritage and public-private partnership. Results. Given the identified terminological inconsistencies, it is proposed to change the concept of “public-private partnership in the field of management of architectural and cultural heritage monuments” used in the current legislation to “public-private partnership in the field of management of protection of cultural heritage monuments”. Novelty. It is determined that the national legislation of our state in the field of culture does not contain a specific concept, as well as special explanations regarding the features of the implementation of this type of public-private partnership, and this also applies to individual areas, including the protection of cultural heritage. Thus, its actual interpretation is carried out in accordance with the general understanding of public-private partnership, formed in the text of the Law of Ukraine “On public-private partnership”.
