The article examines the mechanisms for integrating modern labor market trends into the educational process of higher education institutions under conditions of transformational changes and digitalization of society. It is substantiated that the effectiveness of state policy in the field of higher education and the performance of higher education institutions largely depend not only on the regulatory, legal, and institutional support of educational activities, but also on the level of interaction among education, the state, business, and the labor market. Particular attention is paid to the necessity of involving employers in the development of educational programs, implementing international certification for students, and developing startup incubators and practice-oriented forms of education. These measures will contribute to the training of competitive specialists capable of adapting to the challenges of the digital economy, effectively performing professional activities, and increasing the level of civic responsibility toward society. The study employed a set of general scientific and special methods, including systemic, structural-functional, analytical, and comparative approaches. Methods of analyzing strategic documents, sociological studies, and content analysis of the information space in the field of education and the modern labor market were also applied. The study substantiates the need to rethink approaches to the educational process in higher education institutions within the context of a competitive labor market, taking into account the current demands of the state, society, and the public sector. It has been established that Ukraine’s European integration, democratization of governance, digitalization, and economic modernization create a need for continuous professional development of future specialists in public administration and management. Contradictions between the theoretical level of students’ training and the practical competencies necessary for the effective performance of professional functions in the field of public service have been identified. These contradictions concern the development of managerial thinking, strategic analysis, communicative interaction, human resource management, and public finance management. Emphasis is placed on the need to improve the system of professional orientation for young people and to ensure high-quality training of students under educational programs in specialty D4 “Public Administration and Management.” Such programs should focus on forming a new generation of managers with leadership competencies, analytical thinking, and the ability to work under conditions of change, risks, and uncertainty. The necessity of a comprehensive scientific understanding of current trends in the training of students in specialty D4 “Public Administration and Management” has been proven, and prospects for its modernization in accordance with the needs of the state, society, and the modern labor market in the field of public governance have been identified. The expediency of introducing innovative mechanisms of interaction among higher education institutions, employers, and public authorities has been substantiated in order to improve the quality of professional training of future specialists for the post-war recovery of the state and Ukraine’s integration into the European educational and governance space.
