INNOVATIVE ECONOMIC DEVELOPMENT IN THE CONDITIONS OF SYSTEMIC AND COMPREHENSIVE TRANSFORMATION: INSTITUTIONAL ASPECT

Анотація

The institutional transformation of the countryʼs innovative development is of great importance for post-war recovery, as it allows for the formation of a favorable “investment climate” for rebuilding the national economy on the principles of innovation, digitalization, and sustainable development. Transformational changes allow avoiding “institutional traps” that threaten the loss of innovative inventions as a result of the insecurity of the innovator and his ideas. The article argues that, in pursuit of the goal of eliminating existing “institutional traps” and “innovation vacuum” in the economy, government officials and lawmakers should focus on harmonizing existing laws on innovative development with new laws and strategies of the country. In an effort to achieve innovative business stimulation in practice, the authors of the article are convinced that among legislative initiatives, it’s necessary to develop a system of various tax incentives for startups that develop environmental, inclusive and digital projects within the framework of the Sustainable Development Goals. The hypothesis is put forward that in the conditions of hybrid warfare it makes sense to support regulatory policy with the help of innovative digital tools to eliminate existing problems with algorithms and applications of old versions. It’s proven that the optimization of business processes through the use of a new generation of digital tools allows for a radical change, a comprehensive transformation of strategic planning and an impact on the quality of development of innovative development programs. Scientists are of the opinion that the result of transformational changes, expected for developers and inventors, should be a new quality of rules, norms for conducting search innovation activities, the introduction of working laws that regulate relations that take place at the micro and macro levels. Constant qualitative growth in the innovation sector of the economy requires effective initiatives in the areas of protection of intellectual property rights, venture financing, improvement of the “investment climate”, and support for the work of industrial parks and business incubators.
