FISCAL INSTRUMENTS TO INFLUENCE THE DEVELOPMENT OF THE NATIONAL ECONOMY IN THE CONTEXT OF MILITARY CHALLENGES
Анотація
The study examines fiscal instruments in the implementation of fiscal policy in Ukraine under wartime challenges. The approaches of Ukrainian scholars to interpreting fiscal policy, fiscal instruments, and their classification are considered. Budgetary and tax instruments applied in Ukraine and in selected EU countries are analyzed. Tax revenues are identified as the main stabilizing factor of the budget system under current conditions. The analysis of budget resource allocation reveals a strengthening of the role of government expenditures on national defense and the security sector of Ukraine. The size of the deficit of the Consolidated Budget of Ukraine, as an important instrument of fiscal policy, is analyzed. It is determined that the proper selection of fiscal instruments at each stage of economic development ensures the effective functioning of the economic system as a whole and of its individual components.
