Synergic approach to managing passionary potential in the national renewal system

Анотація

national renewal system of Ukraine, which is being formed in conditions of deep social, economic and security transformations. It is noted that the synergistic paradigm of public administration considers society as an open, nonlinear, self-organized system, in which the effectiveness of management is determined not only by administrative resources, but also by the ability to integrate the energy of self-organization, civic activity and innovative creativity. The content of the concept of "passionary potential" is analyzed as a set of spiritual, value, intellectual and organizational resources that determine the ability of society to act, overcome crisis states and mobilize national energy for the common good. It is determined that the management of this potential does not involve control, but coordination, facilitation and creation of conditions for the manifestation of social initiative. The synergistic approach allows overcoming the linear-bureaucratic logic of public administration, forming a network model of interaction between the state, civil society, business and international partners. The author's model of the "synergistic triad of passionary potential management" is proposed, which combines three system-forming components: strategic-coordination (state), energy-initiative (civil society) and resource-motivational (business and the international community). The feasibility of creating regional synergistic platforms that will accumulate volunteer, cultural, educational and social initiatives, integrating them into the public administration system through digital tools for monitoring and evaluating results. It is noted that the effectiveness of managing passionary potential directly depends on the level of trust, openness of communications and opportunities for citizens to participate in making management decisions. As a result, it is concluded that the synergistic approach forms the basis for a new model of public governance, in which the energy of self-organization of society is transformed into a sustainable management resource of national development, ensuring the integrity, stability and regenerative capacity of the state in the conditions of post-war modernization.
