FEATURES OF DEMOCRATIZATION OF INTERNATIONAL BUREAUCRATIC INSTITUTIONS IN THE EUROPEAN ADMINISTRATIVE SPACE

Анотація

The article is devoted to the deepening of the trends of the influence of bureaucratization on the European administrative space. The components of the activities of subnational institutions are analyzed, trying to avoid bias and consider the problem with the greatest possible objectivity, about its role in the system of social relations. It is emphasized that two institutional components play an important role in the process of policy implementation, on the one hand, bureaucracy, and on the other - corporatism. It is substantiated that policy is based on the factor to which extent these institutional ways of acting influence political decision-making and contribute to the implementation of policy. It is emphasized that although the formal structure of the bureaucracy in both countries is generally identical, the way in which it works is not similar: for example, in Belgium, bureaucrats are captured by politicians, while in the Netherlands the bureaucracy is captured by interest groups. It is noted that the extent to which this assumption is true may explain the differences in the effectiveness of policy in these countries
