SOCIAL SERVICE FOR HOME CARE AS A TOOL FOR THE DEINSTITUTIONALIZATION OF SOCIAL SERVICE

Care, as a set of measures to create favorable conditions for the life of a person who, for health reasons, does not have the opportunity to engage in self-service, is an important element in the formation of equal rights and opportunities in society. Due to their own health condition, every person may need outside help at some point in their lives. The authors of the article analyzed the concepts of "social care service", "care" and "home care", and outlined the content and essence of the "home care" service. The content of home care services is defined as a set of activities that are carried out at the place of residence (at home) of the recipient of social services and consist in providing assistance in self-care to persons who have partially or completely lost/have not acquired the ability to self-care. The provision of social home care services by an individual on a professional basis is a relatively new form of this service. Its essence is that an individual provider must act professionally, in compliance with the law and the state standard of social services. At the same time, both close relatives of the recipient of services and outsiders – acquaintances, neighbors, and others can be providers of home care. Also, home care on a professional basis is another step towards combining family care and professional care. An analysis of the list of activities provided for by the State Standard of Home Care as typical for the provision of social services led to the conclusion that individual activities contribute to the practical implementation of such components of the concept of "care" as care and concern. The presence of indicators of these components demonstrates an important feature of the home care service – as opposed to inpatient care.
