COMPARISON OF THE LEVEL AND RATE OF SUSTAINABLE DEVELOPMENT OF REGIONS OF UKRAINE ACCORDING TO THE TAXONOMIC ANALYSIS

The concept of sustainable development is well-known and widely researched. There is a lot of debate about the correctness of its translation, use, and understanding. One of the unexplored issues is the question of what the word "development" means in this term. Development can mean the state (level, degree) of the acquired development or process (movement, action), that is, the transition of an object from a worse state to a better one. The main principles of "development" are irreversibility and directionality. The article contains a description of philosophical and economic approaches to understanding the concept of "development". Also, the authors of the article analyzed the systems of sustainable development indicators developed by well-known international organizations (such as the Organization for Economic Cooperation and Development, the World Bank, the United Nations, and others). Thanks to this, the authors were able to form the main hypothesis of this article - depending on the purpose of the study, a scientist can interpret sustainable development either as a certain level of development or as a speed (pace) of development, and depending on this, the results of the study will change. Then the authors confirmed this hypothesis in practice. They did two taxonomic analyzes (used two different observation matrices) and compared their data. The first analysis was conducted with qualitative indicators. Its result was the determined levels of development of the regions of Ukraine. The second analysis was conducted with relative indicators. Its result was the determined speed of development of the regions of Ukraine. The results of the ranked matrices were completely different. This confirms the hypothesis. It also means that any scientists at the research planning level should specify the purpose of this research. In other words, if the research is about sustainable development, then it is necessary to understand whether it is its level or the rate of growth. The research described in this article can be repeated on the basis of other data or deepened by using the matrix over a longer period of time.
