Social interaction in territorial communities under martial law

Анотація

The article presents the results of a theoretical analysis of social interaction in territorial communities as a strategic tool for consolidating the efforts of the authorities, business and the public. Social interaction is characterised as an institutionalised model of multi-subject communication in a territorial community, bringing together local government bodies, business and civil society institutions with the aim of sustainable development and solving local socio-economic problems. It has been established that such cooperation is based on the principles of voluntariness, parity and joint responsibility, ensures the rational use of available resources and improves the effectiveness of management decisions. The main structural forms of social interaction have been identified, in particular intermunicipal cooperation, public-private and public partnerships as models of institutional integration of territorial development actors. The following features of social interaction in the territorial communities of Ukraine under martial law have been summarised: the growing role of cross-sectoral coordination, the introduction of flexible management and rapid response to humanitarian challenges. The importance of mobilizing resources, supporting internally displaced persons, and actively involving businesses and volunteer initiatives as factors ensuring the sustainability and social cohesion of communities has been substantiated. It is recommended to use a differentiated approach to activating social interactions in territorial communities depending on their level of institutional capacity. The need to scale up partnership practices to expand inter-municipal and international cooperation, mobilize internal resources, and attract external support has been demonstrated.
