Human Development in the Context of Persistent Crises: International Approaches and Implications for National Economic Systems

The modern era of polycrisis, characterized by the intertwining of pandemics, armed conflicts, and environmental threats, requires a fundamental rethinking of the factors behind economic stability. The relevance of this study is driven by the necessity to transition from traditional growth indicators to models based on human development as a tool for the systemic resilience of national economies. The purpose of this article is to conceptualize the role of human development in forming economic resilience and to substantiate the priorities for social investment amidst persistent global crises. The research aims to identify the strategic correlations between the quality of human capital and the ability of state systems to withstand destabilizing external shocks. The study design is based on a comprehensive comparative analysis of international diagnostic instruments, specifically the Human Development Index and the Human Security Index. An interdisciplinary approach is applied to study economic systems through the lens of social vulnerability and societal adaptability. The primary hypothesis suggests that in conditions of polycrisis, human development transforms from a byproduct of economic growth into a fundamental factor of a state's "systemic immunity." The notion of social spending as purely consumption-based is refuted, proving its role as critical investment in national security. The research methodology includes a systematic review of international reports, descriptive analysis of statistical indicators, and the use of performance analysis methods to evaluate the efficiency of social resource utilization. Dynamics of risk and vulnerability indicators are analyzed to identify zones of systemic weakness in national economies. The article substantiates the concept of "adaptive human development" as a strategic response to multidimensional crisis challenges. It is established that investments in education and healthcare are crucial for maintaining economic functionality even under conditions of severe fiscal deficits. The advantage of multidimensional security indices over one-dimensional economic indicators in predicting overall system resilience is proven. The specific impact of full-scale military conflicts on human capital is characterized, and key directions for its preservation are highlighted. International experience in managing social risks is systematized, and mechanisms for its adaptation to transitional economies are proposed. Recommendations are formulated for transforming social policy into an integral part of the general economic security strategy. The theoretical significance of the work lies in expanding scientific views on the nature of economic resilience by integrating categories of human potential and security. The results refine the sustainable development paradigm regarding the management of unexpected global threats. The practical significance of the study lies in the potential use of the proposed approaches by government authorities to develop human capital recovery strategies. Assessment through vulnerability indices allows for more accurate targeting of social support under resource constraints. The scientific novelty consists in integrating the polycrisis concept into human development metrics and substantiating the resilience model through the prism of social investment. The article offers an original interpretation of human security as a driver for economic survival. Future research will focus on the impact of digital transformation on the adaptability of human capital amidst mass migration challenges.
