ORGANIZATIONAL AND TECHNOLOGICAL MECHANISMS OF SOCIAL SUPPORT FOR VETERANS AND THEIR FAMILIES IN TERRITORIAL COMMUNITIES

Анотація

The scientific and methodological article examines the organizational and technological support of social assistance for veterans and their family members in territorial communities of Ukraine. It has been established that the organizational component of social support for veterans is based on the implementation of centralized, decentralized, and mixed models of social service organization. The mixed model has been identified as the most adaptive for territorial communities, as it ensures the combination of the coordinating role of local self-government bodies with the involvement of social services, healthcare institutions, public organizations, veterans’ associations, and volunteer initiatives. The technological component of the social support system encompasses a set of interrelated mechanisms, among which needs assessment, case management, social counseling, intersectoral partnership, and recreational and rehabilitation practices are of key importance. Needs assessment ensures the identification of individual requests of veterans and their family members and the development of an individualized support trajectory. Case management serves as the core technology for coordinating social support and ensuring continuity of assistance. Social counseling and peer support practices based on the “peer-to-peer” principle facilitate veterans’ adaptation to civilian life, while recreational and rehabilitation mechanisms, including adaptive sports, strengthen their physical, psychological, and social recovery. The generalization of the research findings made it possible to determine the system-forming role of the specialist in support of war veterans and demobilized persons in implementing organizational and technological mechanisms of social support. The activities of this specialist ensure coordination of interaction among social support actors, integration of community resources, individualization of assistance, and support for veterans and their family members in the process of obtaining social services. At the same time, it was established that the effectiveness of social support provision for veterans in territorial communities is limited by several factors, including insufficient institutional definition of the professional activity of veteran support specialists, staff shortages, uneven resource provision among communities, and an insufficient level of interagency cooperation. This actualizes the need to improve organizational mechanisms for coordinating the social support system, develop professional training for specialists, and strengthen the resource capacity of territorial communities.
