Transformation of the system of social services provision at the first stage of administrative-territorial reform

During 2014–2020, reform processes began in Ukraine in the public sector and the local government sector, which can truly be called fundamental shifts in the state’s transition from simply partial adjustment of the post-Soviet legacy to the real implementation of European standards. Despite the fact that these reforms were declared back in the mid-1990s, almost immediately after Ukraine gained independence, it was the above-mentioned period that became a time of real transformational changes. This is not just about changing the blueprints or changing the roles of certain government bodies. The entire system of government organization, which provided for vertical planning and implementation of state management processes in a «top-down» format, is fundamentally changing. The goal was to create a set of more self-sufficient territorial entities governed by centralized legislation, and the organization and implementation of services are provided in cities. So it is quite natural that this reform of the system of government organization, both in administrative and territorial aspects, has inevitably entailed changes in the formation of public service delivery systems – the definition of service providers, their format and volumes and, of course, the mechanisms for their financing. Here, the role of government, both at the central, regional and local levels, is very important, primarily in ensuring the harmony of reform processes and preventing critical discrepancies in time, resources of performers, and their responsibilities. In the article, we will try to see how harmoniously the system of social service delivery fit into the overall picture of reforms of this period and what conclusions should be drawn from this. Understanding how we went through precisely whose time of «rapid» reforms will give us the opportunity to work out the next steps in more detail and ensure the maximum capacity of the new model of the administrativeterritorial structure of our state.
