Use Of Program-Target Approach In The Sphere Of Socio-Economic Migrants Reintegration

Анотація

The article actualizes the expediency of the gradual return of long-term labor migrants and ex-emigrants who show or are ready to do so under certain conditions. It is proved that the issue of creating conditions for the return of long-term migrants is extremely important for Ukraine and requires additional study, regulation and deeper scientific study. The purpose of the article is to use the potential of the program-target approach for the socio-economic reintegration of migrants. The main aspects of the Ukrainian legislation in the field of migrant reintegration and positive foreign experience are analyzed. The problems associated with the process of reintegration of migrants are highlighted. The use of the program-target approach in the field of social and economic reintegration of migrants is proposed and the need for the formation and implementation of the relevant state program is justified. A draft State Program to promote return migration and reintegration of migrants returning to Ukraine has been developed. The main goal of the program is to encourage the return of long-term Ukrainian migrants and create conditions for their effective involvement in the socio-economic development of the country. The implementation of this program is provided in 2 stages: while staying abroad and upon returning to Ukraine. Among the main blocks of the program in its organizational part, the following are proposed: informational support; legal assistance; social, cultural and psychological support; promoting economic reintegration; promotion of employment and creating your own business. Thus, one should pay attention to the significant potential of re-emigration in improving the demographic situation and the socio-economic condition of the country. In order to effectively implement the program, it is necessary to form an appropriate plan of activities, which is in the prospects for further research.
