Multi-Level Governance as a Mechanism for Ensuring Institutional Resilience of Cities in Crisis Conditions

This paper examines the role of multi-level governance frameworks in strengthening institutional resilience of Ukrainian cities facing unprecedented crisis conditions during the 2022-2024 full-scale war. Based on empirical research from Zakarpattia and Dnipropetrovsk regions, the study provides quantitative verification of governance mechanisms' effectiveness under armed conflict – a critical gap in existing urban resilience literature that predominantly focuses on natural disasters and economic crises. The research demonstrates that cities with stronger multi-level coordination, clear distribution of competencies between governmental levels, and active stakeholder engagement showed significantly higher resilience during wartime. Panel regression analysis of 12 cities reveals that the war reduced the Integrated Sustainable Urban Development Index by 0.068 points, but cities with comprehensive governance frameworks experienced 40% smaller declines. Strategic mechanisms (integrated urban development strategies, climate action plans, SDG localization) and institutional mechanisms (participatory budgeting, inter-municipal cooperation, specialized sustainability departments) proved critical for maintaining urban functionality under military threat, massive displacement, infrastructure destruction, and economic collapse. The findings provide evidence-based recommendations for institutional architecture that enhances cities' adaptive capacity in conditions of ongoing geopolitical, economic, and environmental uncertainty.
