THE DEVELOPMENT OF CROSS-BORDER COOPERATION INSTITUTIONAL FORMS UNDER THE EUROPEAN INTEGRATION VECTOR OF UKRAINE

Анотація

The new realities of economic development in Ukraine's border regions amid the ongoing war, implementation of post-war recovery plans, and the adoption of new legislation on international territorial cooperation require a theoretical rethinking and transformation of the institutional mechanisms of cross-border cooperation development in Ukraine. This article aims to identify the main trends in developing institutional forms of cross-border cooperation within Ukraine's European integration trajectory and wartime conditions. The study employs methods of abstraction, analysis, and synthesis to elucidate the concept of "institutional mechanism," and historical and logical methods to substantiate the relevance of transforming the institutional mechanism of international territorial cooperation under wartime conditions and European integration. Comparative analysis is also utilized to characterize the institutional forms of cross-border cooperation and the specific features of various Euroregional cooperation associations. The article explores the definition of the "institutional mechanism" and substantiates the relevance of transforming the institutional framework of cross-border cooperation in the context of European integration. The main institutional forms of cross-border cooperation are identified, and the principles and features of their functioning are characterized considering geopolitical, administrative, and functional criteria. Additionally, the content and specific features of various forms of Euroregional cooperation associations aimed at ensuring the objectives and enhancing the effectiveness of cross-border cooperation are discussed. The conclusion is formulated that new organizational forms of cross-border cooperation in Ukraine, provided for by legislation, can become a powerful institutional basis for expanding the participation of local governments and other participants in the processes of European integration, and the use of financial resources of European and international funds.
