Digital transformation of administrative services and information communication infrastructure of territorial communities during the period of decentralization and war
Анотація
The article examines the digital transformation of administrative services and the development of information and communication infrastructure (ICI) in territorial communities in Ukraine, in the context of decentralization and the full-scale war, as interrelated components of improving the efficiency of public administration, transparency of local self-government bodies, and the sustainability of local management systems. It is argued that in the modern architecture of regional governance, ICI should be considered not only as a technical platform for e-governance, but also as a strategic resource of the community that ensures the continuity of management processes, the accessibility of administrative services, the consistency of decisions, and the formation of trust between the authorities and the population. It is shown that military challenges (destruction of infrastructure, cyberattacks, disruption of logistics, population migration, growth in social needs) necessitate expanding ICI functions from service to security, coordination, and mobilization, thereby requiring communication redundancy, data protection, and countering disinformation. Based on a generalization of scientific approaches and practices of digitalization, the instrumental composition of ICI (websites, e-service portals, e-document management, open data, e-democracy tools, crisis communication channels) and the mechanisms for its implementation (institutional, regulatory, and financial) have been identified. The principles for forming ICI communities in crisis conditions have been identified: stability, security, openness, consideration of wartime restrictions, and people-centeredness. It has been proven that the current ICI models in many communities remain fragmented and poorly integrated, which reduces the effectiveness of service delivery and communication in emergencies. Conceptual guidelines for improving the ICI model are proposed through the construction of an integrated digital community ecosystem, the deployment of backup and crisis communication infrastructure, the strengthening of cyber and information security, and the development of communication with the population. The practical significance of the results lies in laying the groundwork for modernizing administrative services and increasing the resilience of territorial communities in the post-war period.
