Digital resources as a means of developing entrepreneurial competence of internally displaced persons in non-formal education

The article provides a theoretical analysis and substantiates the role of digital resources as an effective means of developing the entrepreneurial competence of internally displaced persons (IDPs) within the framework of non-formal education. The relevance of the study is determined by current socio-economic challenges caused by martial law in Ukraine, large-scale internal displacement, and the need to create new mechanisms for the professional adaptation and economic self-realization of IDPs. It has been established that the digitalization of non-formal education ensures flexible access to educational resources, promotes self-employment, entrepreneurial thinking, and increases the level of economic independence of displaced persons. The study analyzes modern digital educational platforms, massive open online courses, state digital ecosystems, and specialized informational and consulting services used for the development of entrepreneurial competence among IDPs. Particular attention is paid to the capabilities of the platforms “Diia.Osvita,” “Diia.Business,” Prometheus, Google for Business, Projector Foundation, as well as international entrepreneurial skills assessment tools developed on the basis of the European EntreComp framework. It has been determined that digital resources ensure the integration of theoretical training, practical business-process simulation, дистанційної експертної підтримки, and legal support for entrepreneurial activities. It is substantiated that important components of digital learning for IDPs include microlearning, mobile learning, and interactive simulation technologies, which make it possible to adapt the educational process to conditions of high mobility, psychological stress, and unstable living circumstances. The study proves that the use of digital tools contributes to the development of strategic thinking, readiness for risk-taking, planning skills, business project management, and managerial decision-making. It is emphasized that digital resources create conditions for the formation of individualized educational trajectories and provide access to lifelong learning regardless of a person’s location. At the same time, attention is focused on the problems of digital inequality, insufficient levels of digital literacy among certain categories of IDPs, and the need to create a system of comprehensive support for users of digital educational services. Prospects for further research are associated with the development of an integrated digital ecosystem that would combine educational, financial, legal, and consulting resources to provide comprehensive support for internally displaced persons in the process of professional reintegration and starting their own businesses.
