The Role of International Institutions in Financial Support of Economic Processes in Ukraine
Анотація
The article examines the role of international financial institutions in providing financial support for economic processes in Ukraine under conditions of wartime and macroeconomic challenges. The essence of international financial institutions as key actors in the global financial system that accumulate and redistribute financial resources to support macro-financial stability, stimulate economic development, and implement structural reforms, is revealed. Theoretical approaches to defining their functional purpose and instruments of influence on national economies are summarized. The main areas of activity of international financial institutions in Ukraine are analyzed, in particular budget support mechanisms, lending, grant financing, guarantee instruments, and mobilization of private capital. The features of Ukraine’s cooperation with key international financial organizations, which provide support for public finances, infrastructure development, the restoration of economic activity, and the functioning of the private sector, have been studied. Particular attention is paid to the analysis of the dynamics of financial resource mobilization during different periods of cooperation, which made it possible to identify the dependence of funding volumes on crisis phenomena in the economy. The work describes modern instruments of international financial support, in particular program mechanisms aimed at ensuring the sustainability of the State budget, financing the social sector, implementing investment projects, and stimulating the development of small and medium-sized businesses. It has been determined that an important feature of the modern model of international support is a high level of coordination between financial institutions and donors, which allows combining different sources of financing and increasing the efficiency of their use. It is substantiated that international financial institutions perform a system-forming function in ensuring the resilience of economic processes in Ukraine, combining financial, institutional, and advisory support. It has been found that attracting external financing contributes to maintaining macro-financial stability and the uninterrupted functioning of the economy, but it is accompanied by the risks of increasing public debt and dependence on external sources of resources. In this regard, the need to improve the efficiency of the use of international assistance, develop the domestic financial market, and activate investment activities has been identified as prerequisites for the long-term economic recovery of Ukraine.
