THE CONSTRUCTION INDUSTRY AS A DRIVER OF POST-WAR RECONSTRUCTION OF UKRAINE: CHALLENGES, MANAGEMENT MECHANISMS, AND INNOVATIVE SOLUTIONS
Анотація
The article examines the current state, evolution, and prospects for the development of Ukraine's construction industry amid military conflict and post-war reconstruction. The strategic importance of the construction industry as a key sector of the national economy, which ensures the reproduction of production potential, the restoration of infrastructure, and the creation of prerequisites for long-term economic growth, is substantiated. The dynamics of the construction industry's development are analyzed, its contribution to gross domestic product is assessed, and the share of construction in the GDP structures of Ukraine and other countries is compared. The main consequences of military aggression for the construction industry are as follows: destruction of production, transport, and social infrastructure; reduction of production capacities; disruption of logistics chains; shortage of labor resources; and increased investment risks. It was established that the large-scale needs for the reconstruction of residential, industrial, and infrastructure facilities present significant potential to modernize the construction industry and introduce innovative technologies. It is proposed to conduct scenario modelling of the construction industry's development based on four interrelated components: the security environment, financial support, technological modernization, and sectoral priorities for reconstruction. The feasibility of using digital technologies, in particular BIM modeling, digital twins, and automated construction project management systems, to increase the efficiency of reconstruction processes is substantiated. The evolutionary nature of post-conflict reconstruction is evident, as each subsequent stage creates the prerequisites for increasing the economic, social, and environmental sustainability of territories. It is determined that the formation of modern mechanisms for managing the construction industry should be based on the integration of security, investment, technological, and institutional factors that ensure the implementation of the principles of Build Back Better, increasing the competitiveness of the industry and the effectiveness of the post-war reconstruction of the national economy.
