A Complex of Models for Assessing and Analyzing the Innovative Development of Industries

The article considers the theoretical and methodological foundations and practical aspects of assessing the innovative development of economic sectors under conditions of increasing global competition and accelerating technological change. The main problems of modern approaches to assessing innovative development have been identified, in particular, the fragmentation of sectoral indicators, limited use of integrated indices, and the complexity of accounting for the multidimensional nature of innovations. The feasibility of applying a sectoral approach is proven, which allows for consideration of the internal heterogeneity of the economy and identification of the specifics of innovation processes at the level of individual sectors. A complex of models for assessing and analyzing innovative development has been developed, covering the full analytical cycle: forming an information base, assessing the innovative activity of sectors at the national level, conducting comparative country analysis, and carrying out a global summarization of results. The proposed approach includes tools of multidimensional positioning, cluster analysis, construction of an integral index, as well as analysis of convergence processes, which provides a comprehensive assessment and comparability of results. Empirical results confirmed the presence of significant differentiation of innovation development among economic sectors and revealed the key role of the service sector in shaping the innovation structure. Heterogeneity of intersectoral connections and the presence of structural imbalances manifested in varying degrees of sectoral development coherence were identified. The proposed complex of models allows identifying leaders and laggards in innovation development, assessing the dynamics of changes over time, and forming well-founded managerial decisions.
