Measures taken by the state bodies of the migration service of Ukraine to meet the national and cultural needs of Ukrainian communities in South America in 2004

Анотація

The purpose of this article is to examine and analyze the activities of Ukraine’s state migration service agencies aimed at meeting the national and cultural needs of Ukrainian communities in South American countries in 2004. The methodological foundation of the study is based on the principles of historicism, scientific objectivity, and systematicity, which made it possible to impartially identify logical changes in the historical process. The research methods include both general scientific methods (historical, logical) and specialized methods (historical-comparative, subject-chronological, retrospective). The scientific novelty of this study lies in a comprehensive analysis of the activities of Ukraine’s state migration service agencies in relation to Ukrainian communities in South American countries following the adoption of specific regulatory and legal acts defining the status of Ukrainians abroad. The study identifies the forms and methods of interaction between Ukraine’s state migration service agencies and Ukrainian communities in South American countries. The key areas and mechanisms of cooperation, as well as the establishment of contacts with government agencies responsible for protecting the rights of ethnic minorities, have been examined and analyzed. The main problems that arose in managing migration flows between states have been identified. The conclusions are consistent with the study’s objectives. The year 2004 proved pivotal in defining and legalizing the status of Ukrainians living abroad. The study confirms an intensification of cooperation between Ukrainian communities in South America and Ukraine aimed at meeting national and cultural needs. It has been demonstrated that the South American model of cooperation with Ukrainian diaspora communities has become an important example for Ukraine, where migration authorities have acted as intermediaries in relations with the historical homeland. A state-legal connection between Ukraine and its citizens abroad is gradually taking shape.
