SOCIAL SERVICE ECOSYSTEMS IN WARTIME UKRAINE: DIGITAL TRANSFORMATION AND RESILIENCE OF SOCIAL PROTECTION SYSTEMS

This study examines the transformation of social service ecosystems in Ukraine under conditions of military aggression, focusing on digital innovations and resilience mechanisms. The research employs an ecosystem approach to analyze the interaction of institutional actors, technological determinants, and socio-economic factors shaping social protection systems during wartime. The study reveals that digital platforms such as Diia, eSupport, and specialized mobile applications have become critical infrastructure for delivering social services to vulnerable populations including internally displaced persons, veterans, and families affected by war. Analysis demonstrates that the war has accelerated digital transformation while simultaneously creating unprecedented challenges including massive displacement, infrastructure destruction, and fragmentation of traditional service delivery mechanisms. The research identifies key technological determinants (artificial intelligence, big data analytics, cloud computing), socio-economic factors (scale of vulnerability, resource constraints, migration), and institutional transformations (decentralization, multi-sectoral collaboration, international partnerships) as primary drivers of ecosystem adaptation. Findings indicate that successful resilience depends on network cooperation between state institutions, non-governmental organizations, business sector, and international donors, creating hybrid governance models that combine efficiency with social justice. The study proposes strategic recommendations for post-war reconstruction emphasizing inclusive digital infrastructure, strengthened local capacity, and sustainable financing mechanisms to ensure long-term ecosystem viability.
