DIGITALIZATION OF PUBLIC ADMINISTRATION IN TERRITORIAL COMMUNITIES: INSTRUMENTS, CHALLENGES, AND TRANSFORMATION PROSPECTS

In the current context, digital transformation has become a key factor in the modernization of public administration, especially at the level of territorial communities. On the one hand, digitalization opens up new opportunities for enhancing the efficiency, transparency, and inclusiveness of governance processes. On the other hand, it requires local authorities to undergo institutional changes, master new tools, and adapt to digital challenges. This article explores the digitalization of public administration in territorial communities under conditions of decentralization and the full-scale armed aggression against Ukraine. Martial law has placed local self-government bodies in front of unprecedented challenges: the need for operational, transparent, and adaptive decision-making has grown significantly, while communities are forced to operate under constant threats, infrastructure destruction, population displacement, and limited resources.In such conditions, digital transformation has become not merely a modernization tool, but a means of survival and institutional stability. Digital instruments ensure continuity of governance, provision of basic services, coordination of assistance to internally displaced persons, public information, and citizen engagement. However, this process faces objective barriers–limited funding, insufficient staff qualifications, and low digital capacity in some communities. The article presents an analysis of the current state of digitalization in local self-government bodies and outlines the main directions of digital transformation at the local level, taking into account the needs of communities during wartime. Ukrainian and international practices of implementing digital solutions in municipal governance are reviewed, and internal and external factors influencing the success of digital transformation are identified. The article substantiates adaptive mechanisms of digitalization under wartime conditions, including the use of online platforms for citizen interaction, implementation of electronic services, ensuring cybersecurity, protection of personal data, and building digital resilience in communities. Prospective directions for the further development of digital public administration in the context of post-war recovery are also outlined.
