STRATEGIC ASSESSMENT OF THE AVAILABILITY OF BASIC SERVICES AND TRANSFORMATION OF THE LABOR MARKET IN UKRAINE IN THE CONTEXT OF INCLUSIVE DEVELOPMENT

The article carries out a strategic assessment of the availability of basic services and the transformation of the labor market in Ukraine in 2024–2025 in the context of inclusive development. It is proved that the paradigm of inclusion in Ukraine has been transformed from a model of social security to a strategy for preserving human capital in wartime. Inclusivity is recognized as a critical factor in national resilience and economic survival. A deep structural restructuring of the labor market caused by a catastrophic shortage of personnel (74% of enterprises faced a shortage of personnel) has been studied. This forces employers to actively involve veterans, people with disabilities (the number of which has reached 3.4 million) and internally displaced persons. The effectiveness of state instruments of economic reintegration, in particular the grant program "Own Business", which stimulates self-employment of veterans and the creation of new jobs, is assessed. The success of educational inclusion (almost 50 thousand students in inclusive classes) was noted against the background of an acute shortage of specialized transport. The development of a network of rehabilitation institutions and the effectiveness of the reimbursement program "Affordable Medicines" (budget UAH 6.6 billion in 2025) are analyzed. The role of digitalization as a tool for overcoming physical barriers through the Diia portal and the Diia.Barrier-Free platform has been highlighted, which has made it possible to automate key social services and reduce corruption risks. At the same time, significant infrastructural and psychological barriers have been identified. The risks of the "investment paradox" during reconstruction are outlined, when ignoring the principles of universal design leads to significant financial losses. The importance of the DREAM ecosystem for controlling these processes is emphasized. The problems of IDPs in collective centers and peasants suffering from the logistical and information vacuum are studied. The need for harmonization of legislation with the European Accessibility Act is substantiated. Recommendations for stakeholders on the formation of a barrier-free environment as the basis for post-war reconstruction are proposed.
