HISTORICAL ASPECTS OF THE EMERGENCE AND DEVELOPMENT OF LOCAL FINANCES IN UKRAINE

Анотація

The article is devoted to the study of the historical aspects of the emergence of local finances in Ukraine and the formation of directions for their further development in the modern conditions of the intensification of decentralization processes and the strengthening of the role of local authorities. In the work, the authors proposed to implement at the local level a set of measures for the systematic formation by local authorities of the financial base necessary for the stable performance of government functions and other responsibilities regarding the implementation of the specified program goals for the economic and social development of territorial communities in the post-war period with the outlined tasks of increasing the living standards of their citizens. The purpose of the article is to substantiate, in accordance with the requirements of the modern historical stage of Ukraine's development, approaches and directions for the effective formation by local authorities through the local finance system of an effective financial base to ensure the provision of the necessary volumes of public services to residents of territorial communities in the post-war period while complying with program tasks for the corresponding increase in the level of social standards. General and specific methods, the method of cognition, induction and deduction methods were used in generalizing the principles of the formation and historical development of local finances of Ukraine and the economic foundations of the formation of local budgets; methods of analysis and synthesis, statistical groupings in assessing the formation of revenues and expenditures of local budgets. Local finances are designed to ensure the balancing of state and local interests in creating conditions for sustainable economic and social development of the country. An important guarantee in this direction will remain a more stable coordination of all links of local finances on the basis of creating a holistic system of local financial institutions, which must be built as one that will have a dynamic structure at its core and thus be able to flexibly change, responding to the challenges and needs of the time.
