Institutional architecture of digital transformation: European experience and implementation in Ukraine

The article examines the institutional architecture of digital transformation as a system-forming phenomenon within the economy of public administration. It is substantiated that the digital transformation of the state acquires economic substance not merely through the introduction of electronic services, but primarily through the institutional reconfiguration of regimes of strategic coordination, data governance, interoperability, and trust regulation. Based on the provisions of new institutional economics and public administration theory, a conceptual definition of the category “institutional architecture of digital transformation” is proposed as an integrated system of formal rules, procedural standardization, and accountability mechanisms that ensure the reproducibility of digital processes and the reduction of transaction costs. A comparative analysis of the European and Ukrainian models of digital transformation is conducted. It is demonstrated that the European Union has established a multi-level regulatory system in which data governance, interoperability standards, and trust regimes are integrated within a common legal space, ensuring economies of scale and predictability of digital transactions. The Ukrainian model is characterized by a high dynamic of service digitalization; however, it remains at the stage of institutional standardization, resulting in structural asymmetry between technological implementation and normative integration. A conceptual model of the institutional architecture of digital transformation is developed, and directions for the implementation of European experience in Ukraine at the regulatory, organizational, and economic levels are identified. It is proven that the key determinant of the long-term economic effectiveness of digital reforms is the degree of institutional consolidation of coordination regimes rather than the number of implemented digital services.
