Human Capital as a Foundation for the Effective Institutionalization of Inclusive Higher Education in Ukraine

Анотація

The article examines the establishment of inclusive higher education in Ukraine, focusing on integrating individuals with disabilities into sociocultural and economic contexts. It emphasizes the role of human capital in institutionalizing inclusive education, proposing theoretical and practical mechanisms. These include training educators and enhancing students’ capabilities in critical thinking, creativity, and adaptability. Socio-psychological and pedagogical strategies adapt curricula and foster inclusive environments, promoting social integration and psychological well-being. Economically, the study advocates for investments in educational infrastructure, specialized tools, research funding, and scholarships for learners with special needs. It introduces a methodology for evaluating state investments in inclusive education, analyzing macroeconomic indicators and assessing returns on investments through graduate employment rates and tax contributions. The Return on Investment (ROI) framework measures state income from employed graduates against education costs, guiding policy adjustments to optimize economic and social benefits. This approach ensures sustainable development and enhances both economic productivity and social inclusion through tailored educational policies.
