DEVELOPMENT OF AN INNOVATIVE ECOSYSTEM FOR THE PRODUCTION OF UNMANNED AERIAL VEHICLES: PRODUCT MANAGEMENT AND INDUSTRIAL PARKS AS MECHANISMS FOR SCALING A NEW INDUSTRY

An integrated approach to determining the essence and requirements for the development of an innovative ecosystem for the production of unmanned aerial vehicles (UAVs) as an open integrated environment, an integral multi-level socio-economic and organizational-technological system of adaptive interaction of production, scientific and technological, investment, institutional and infrastructure entities in the field of development of unmanned aircraft systems, which ensures the continuous creation, transfer, commercialization and scaling of innovative products by integrating knowledge, resources, production competencies and product management tools in a single environment of the industry value chain. Organizational, economic, and institutional problems of ensuring accelerated scaling, purposeful formation, and maintenance of a high level of competitiveness of UAV manufacturing are considered from the point of view of changing the emphasis from complex studies of technical issues of aircraft development to strategic patterns of formation of their flow production as a new high-tech field of activity. The need to introduce a holistic theoretical and methodological approach to the use of industrial parks as a mechanism for scaling up UAV production, which would integrate product management tools, principles of functioning of innovation ecosystems and features of the development of nascent technological industries, is proved. It is argued that only an integrated approach to creating an industrial park model as an integrator of the innovation ecosystem of UAV production can ensure coordination of actions of participants in value chains, accelerate the innovation cycle, scale production, and increase the level of competitiveness of the industry. Attention is paid to the study of the functions of the industrial park as an infrastructure platform that can ensure the concentration of production capacities, the joint use of high-cost equipment, access to testing laboratories and certification centres, the development of cooperation between residents, and the reduction of logistics and transaction costs.
