The impact of social spending on the dynamics of social development

Introduction. The general parameters of budget financing, provided that financial resources are used effectively, create opportunities for successful social transformations and the growth of sustainable dynamics of the country's socio-economic development, improving the well-being of the population. In this context, a thorough analysis of the sectors that already today, in conditions of war, form a powerful foundation for transforming society to a new evolutionary level of development is important. Problem Statement. In the conditions of war, new unforeseen circumstances arose that significantly changed the priorities of budget policy regarding financing: healthcare, education, social security, etc. In addition, there is a need to conduct thorough scientific research to determine the role of social spending and its impact on modern technological warfare, as well as the importance of social spending and relevant sectors in ensuring transformational changes in society. Currently, this issue is extremely important. The purpose is a comparative analysis of the volume of financing of the main sectors of social policy during wartime and peacetime, establishing the reasons for fluctuations and changes, as well as substantiating the need to increase social spending as a tool for the development of society and their importance for ensuring the needs of the army, carrying out relevant transformations in society. Methods. General and special methods are used: analysis, synthesis, grouping, description, comparison, theoretical generalization and abstract-logical. Results. It has been established that in the conditions of war in Ukraine, both sides use on the battlefield the knowledge and technologies acquired by humanity to this day. This motivates Ukrainians who are fighting about the need to constantly develop, improve, continuously generate new and new ideas, create a modern innovative product that would be better than that of the enemy or competitor (in peaceful life). Technological war with a minimum use of human resources and a maximum use of robots or their systems, high-tech, innovative samples of military products requires appropriate financial support. The study established an increase in the share of defense spending and a decrease in social spending in the overall structure of expenditures of the consolidated budget of Ukraine. In turn, technological war, as well as the increase in socio-economic potential, are impossible without the development of social sectors, such as: education, healthcare, social protection, etc. After all, these sectors affect the growth of human capital, the creation of new sectors of the economy related to the development of information systems, artificial intelligence, analysis of large databases, etc. Conclusions. State funding in the appropriate amounts of such sectors as: healthcare, social protection and security, education affects the level and quality of life of the population, creates conditions for innovation, development of technologies and the emergence of new sectors of the economy, which are related to digitalization and the introduction of artificial intelligence systems. In addition, high-quality education has a positive impact on the development of national science, which is a source of new ideas, knowledge, technological solutions that improve the quality of life in peacetime, make it possible to use resources more effectively, including improving the capabilities of the Armed Forces of Ukraine on the battlefield and ensure scientific and technological progress. Social spending is a tool of social development, as it plays an important role in the growth of human capital, increasing the competitiveness of enterprises and society as a whole, shaping the modern culture of behavior of society, contributing to the development of innovative technologies and increasing both the socio-economic and military potential of the country, which is extremely important and relevant. The study highlights the issue of increasing social spending in wartime from various sources, as these expenditures are no less important than financing the defense sector. This helps the Ukrainian army, promotes new discoveries, the emergence of new jobs, the possibility of returning Ukrainians abroad, as well as the development of promising innovative projects. It is important to maintain a balance and effective use of budget expenditures to ensure the resolution of important tasks that the country faces today and that will need to be addressed in the near future. Therefore, financial resources should ensure a new quality of transformation of society and be directed to supporting sustainable development and improving the level and quality of life of citizens, especially during the post-war reconstruction period.
