CONCEPTUAL FRAMEWORK FOR THE ECONOMIC AND MANAGERIAL ASSESSMENT OF STRATEGIES IN CONSTRUCTION ENTERPRISES

Abstract. The paper explores the conceptual foundations of the economic and managerial assessment of strategies in construction enterprises under conditions of high competition and dynamic market deve-lopment. Emphasis is placed on the need to integrate economic analysis with a managerial approach to strategy formulation focused on long-term efficiency, adaptability, and innovation. The study considers the basic principles of strategic management in construction, particularly strategic forecasting, scenario modeling, risk management, and the development of KPI indicators. Special attention is given to the influence of internal and external environments on the enterprise’s strategic choices, as well as to the issue of aligning operational and strategic policies. The key approaches to evaluating the effectiveness of implemented strategies based on quantitative and qualitative indicators are summarized. These inclu-de investment attractiveness, growth rates, flexibility of management decisions, and innovation poten-tial. Based on a comparative analysis of domestic and international construction practices, structural elements of strategies are identified that ensure stability and growth in a transformational economy. A theoretical assessment model is proposed, based on multicriteria analysis using digital analytical tools and a strategic performance map. The results obtained deepen the methodological foundation for stra-tegy development in construction enterprises, taking into account uncertainty, the cyclic nature of the construction market, and the importance of digital transformation in business models. The need for integrating strategic analysis with risk management and corporate planning systems is substantiated, which collectively strengthens the market position of a construction enterprise. The proposed approac-hes can be used as a theoretical basis for developing tools for strategic controlling, digital scenario fore-casting, and the evaluation of strategic alternatives in the long term. Particular attention is paid to the flexibility of the proposed model, its scalability for different types of enterprises, and its adaptability to the digital environment of future market transformations.
