Sustainable and resilient post-war recovery on the local level

The article explores contemporary approaches to sustainable and resilient post-war recovery of communities in the context of large-scale social, economic, and environmental destruction caused by armed conflict. The study conceptualizes recovery not merely as the reconstruction of damaged infrastructure, but as a long-term transformation process aimed at enhancing the resilience of communities to future shocks and ensuring sustainable development. Particular attention is paid to the integration of environmental, social, and governance (ESG) dimensions, as well as to the application of the building back better and building forward better principles in post-war recovery strategies. Based on the analysis of international frameworks, recovery plans, and recent academic literature, the paper identifies key factors influencing community resilience, including infrastructure damage, demographic shifts, environmental degradation, institutional capacity, digitalization, and access to sustainable finance. The study highlights the importance of coordinated, multi-level recovery approaches that address fragmentation of initiatives and align local recovery efforts with national and European sustainability standards, including the EU Taxonomy and the Do No Significant Harm principle. Special emphasis is placed on the role of digital solutions, sustainable technologies, and inclusive governance mechanisms in improving transparency, efficiency, and long-term viability of recovery processes at the community level. The practical recommendations proposed in the article may support policymakers, local authorities, and development partners in designing and implementing coherent strategies for sustainable and resilient post-war recovery of communities. The findings of the study can be used in further academic research and applied practice related to post-conflict recovery and territorial development.
