Development of industrial parks as a factor in the post-war economic recovery of Ukraine

Анотація

The article examines the economic advantages, obstacles and conditions for the development of industrial parks in the context of the post-war economic recovery of Ukraine. A comparative characterization of the conditions for the functioning of industrial parks in the United States, China, Germany and Singapore is carried out according to such criteria as market access and geographical location, development of innovative infrastructure and technological potential, and business environment to determine the impact of industrial parks on the country’s economic growth. An important factor for the development of industrial parks is a highly developed innovation infrastructure, favorable geographical location and business environment in the country. The authors analyzes the legislative framework for the functioning of industrial parks in Ukraine with a view to identifying areas for improvement, namely, regulation of the powers of the founder, management company and participants of industrial parks, and resolution of issues related to the location of vocational education facilities and research centers within industrial parks. In particular, it provides for compensation of the interest rate on loans (credits) for economic activities within industrial parks, reduces the minimum area to 10 hectares, and provides opportunities for activities in the field of industrial and/or household waste processing. The article summarizes the economic benefits of developing industrial parks in Ukraine. First, it is the clustering of enterprises. Secondly, it is a developed infrastructure, as industrial parks usually have a developed infrastructure, such as roads, water supply, electricity, and communications. Third, it is the economy of scale. Industrial parks have tax breaks, reduced utility tariffs, and other incentives that promote their development. Industrial parks are a «source» of new jobs for the local population, which helps to reduce unemployment and improve living standards in the region. The main reasons for the construction of industrial parks for the purpose of post-war economic recovery in Ukraine are the restoration of industrial entrepreneurship and regional development; saving logistics costs, creating new jobs, developing industrial networking and attracting investment for industrial recovery.
