PROBLEMS OF ADMINISTRATIVE AND LEGAL REGULATION OF ELECTRONIC SERVICE PROVISION IN THE ACTIVITIES OF THE SERVICE CENTERS OF THE MINISTRY OF INTERNAL AFFAIRS

The purpose of the article is to identify the main problems of administrative and legal regulation of electronic service provision in the activities of the Ministry of Internal Affairs (MIA) and to determine ways to address them.The objectives of the study include: analysis of the regulatory framework, identification of legal and organizational barriers in the provision of electronic services, assessment of the practical effectiveness of existing services, and development of recommendations to improve their legal certainty and accessibility.Results.The article examines the problems of administrative and legal regulation of electronic services in the activities of the Ministry of Internal Affairs of Ukraine.A comprehensive analysis of regulatory legal acts governing the provision of electronic services to citizens, as well as their practical implementation, has been carried out.Particular attention is paid to MIA-related cases, including vehicle registration, issuance of driver's licenses, obtaining certificates and licenses, as well as other services provided through electronic platforms.The main problems identified include regulatory fragmentation, lack of unified procedures, low legal certainty, and risks to data security.Conclusions.It is concluded that electronic services of the MIA form a new level of interaction between citizens and public authorities, where digitalization acts not only as a tool for process automation but also as a mechanism for ensuring rights, guarantees, and user security.The improvement of such platforms requires a comprehensive approach, including legal regulation, technical support, social and educational programs for users, and integration with other state systems.Only such an approach makes it possible to implement the principles of efficient, transparent, and secure provision of administrative services in the digital environment.In summary, electronic services of the Ministry of Internal Affairs of Ukraine demonstrate significant potential for increasing the efficiency of public administration, while simultaneously revealing systemic problems that require immediate resolution.Ensuring platform integration, unification of procedures, legal certainty, and cybersecurity, as well as improving accessibility for all categories of citizens, will contribute to building trust in public institutions and implementing the principles of modern e-governance.A comprehensive approach allows not only the automation of administrative processes but also ensures their transparency, security, and predictability, which are key factors of effective digital public administration.
