SOCIAL ENGINEERING AS A TOOL FOR MANAGING PUBLIC DEMANDS IN A MULTI-LEVEL GOVERNANCE SYSTEM

Анотація

In the article, based on the analysis of the available mass of scientific publications and expert information according to the data of leading international institutions, an attempt is made to theoretically substantiate the basic principles and conceptual approaches to social engineering as a tool for organizing society's requests in the context of multilevel governance. It is noted that taking into account the aspects of integrating social engineering into the system of multilevel governance in Ukraine will allow for a timely and purposeful response to existing challenges and build a more effective system of public administration based on cross-sectoral cooperation, vertical and horizontal coordination, and will also contribute to a more effective attraction of potential and use of existing resources. At the same time, social engineering can be an important tool for building a more effective, inclusive multilevel governance, with a certain degree of innovation. It is substantiated that one of the key areas of development of social engineering is the formation of a developed social infrastructure. Based on the systematization of various definitions, a generalized definition of “developed social infrastructure” has been formed. It has been proven that for the initiation of social projects at the local level, social determination is important, which consists in the mutual conditionality of the need to implement specific social projects in a clear link to the urgent needs of the community of the relevant territory, taking into account all its defining features, factors and features inherent in its unique development in specific socio-geographical conditions. It is proposed in further research to take into account the growing trends in the development of social engineering at different levels of implementation and to focus on the possibilities of using artificial intelligence in relation to the design of social infrastructure and new public services.
