ADAPTIVE MECHANISMS OF EMPLOYMENT MANAGEMENT IN THE IT SPHERE IN THE SYSTEM OF FORMING EMERGENCY MANAGEMENT DECISIONS

Анотація

The article examines the influence of flexible mechanisms for managing IT companies' personnel on the system for making emergency management decisions under uncertainty in the business environment. The article examines the features of employment management mechanisms in the information technology sector. It is determined that traditional mechanisms for employing IT company employees no longer provide the necessary flexibility in management processes and the rapid responsiveness of business entities to changes in the factors of their operating environment. Under modern conditions, adaptive employment formats in IT companies should serve to minimize risks and ensure organizational stability amid high uncertainty. The list of flexible employment management mechanisms in the information technology sector is systematized. Among the most effective adaptive mechanisms are the following: remote and project-based employment, hybrid employment, asynchronous work, team-based distribution mechanisms, and freelance and Gig-contract employment. A brief description of the adaptive employment mechanisms employed by Ukrainian IT companies and their advantages amid environmental uncertainty is provided. The key functions of adaptive employment management mechanisms in the system of forming emergency management decisions in the IT sphere are substantiated. It is argued that personnel employment management mechanisms acquire system-forming value and determine the level of organizational stability and the management system's ability to reduce risks in activities. Among the main functions of adaptive ones are: promoting the continuity of IT structures, increasing the efficiency of management decision-making processes, providing quick access to personnel's professional competencies, attracting talent, and forming a flexible configuration of the company's human resources. It has been proven that, in emergency management decision-making systems, adaptive mechanisms are a key element in increasing management efficiency and the stability of business entities in the IT sector under exogenous shocks.
