Genesis of innovation-investment development: evolution of scientific approaches to forming the resource basis of agro-industrial production subjects

The contemporary global economic environment is characterized by escalating turbulence driven by climate change, logistical disruptions, and geopolitical conflicts. For Ukraine’s agro-industrial production (AIP), transitioning from an extensive, raw-material-export model (the “grain bias”) to an intensive, innovation-investment paradigm is a strategic necessity to ensure food security and economic resilience. This study aims to trace the historical and theoretical genesis of innovation-investment development in AIP, systematize the evolution of leading scientific approaches to resource base formation, and substantiate an integrated model for optimizing resource potential amid modern crises. The theoretical framework relies on a systematic literature review, chronological analysis of economic doctrines, and the Resource-Based View (RBV). The spatial and structural modeling of enterprise resources is conceptualized through the “Octahedron of Production Potential” framework using multi-criteria ranking methods. The study identifies a paradigm shift from traditional neoclassical static factors (land, labor, capital) to a dynamic, integrated system driven by digitalization, green transition, and resilience. The “Octahedron” model demonstrates that balanced development requires structural proportionality between stable baseline factors and highly volatile vertical assets (financial and material-technical potentials). Furthermore, the paper evaluates alternative financial instruments such as agricultural receipts, public-private partnerships (PPPs), and venture capital, demonstrating their effectiveness in mitigating credit deficits and enhancing technology transfer via agro-technopoles. In conclusion, overcoming raw-material recession requires closed-loop, low-waste circular technologies and smart digitalization. The synthesis of innovation and investment acts as an endogenous driver for resource self-reproduction, significantly boosting the resilience and global competitiveness of agrarian entities amid wartime and environmental challenges.
