Financing of digital transformation projects of public administration in european union countries

Анотація

The article substantiates that government support and projects in EU countries are mainly focused on making public digital services simple, accessible and secure by implementing modern electronic identification solutions, common access standards and mobile service platforms. The article aims to analyze modern projects in the field of digital transformation of public administration in EU countries and their sources of funding. It is proven that Europe is a key region in the formation of appropriate effective information support for public administration, as evidenced by the number of projects (initiatives) implemented by the governments of the EU countries in 2023-2024. The priorities of digital transformations in the EU countries are summarized (development of digital skills and competencies of the population, safe and productive sustainable digital infrastructures, digital transformation of business, digitalization of public services, digital transformation of public administrations and public services; interoperability and data; trust and cybersecurity; innovative use of technologies), which are aimed at strengthening digital skills, deploying secure infrastructure, improving digital public services, and encouraging research and innovation. It is proven that mostly all EU budget programs contribute to the digital transition, in particular, supporting the digitalization of public services. The programs and instruments for financing the digital transformation of public administration in the EU countries have been identified (Digital Europe Program, Horizon Europe Program, Interreg, Interregional Innovation Investment Instrument, Technical Support Instrument, European Union Mechanism). Based on the analysis of the structure of EU budget programs, it has been proven that the largest budget programs concern the digitalization of public services (public ICT solutions, electronic services and applications, digitalization of healthcare) and business (small and medium-sized enterprises). It has been proven that a transformational change in the investment base is necessary to achieve the EU’s digital goals. The progress in the digitalization of key public services, the use of electronic identification among EU countries, and the key areas of digitalization of public administration in European countries have been studied, taking into account the regional characteristics of information support for public administration.
