PRINCIPLES OF JUSTIFICATION OF THE MANAGEMENT MECHANISM FOR ACTIVATING THE POTENTIAL OF REGIONAL ECONOMIC SYSTEMS

Анотація

The article is devoted to the study of the justification of the principles of the mechanism of managing the activation of the potential of regional economic systems to ensure socio-economic and ecological development. Activation of the potential of regional economic systems is considered as a property of regions to adapt to the influence of the surrounding environment, of which it is an element, and its own internal structure in relation to the world system of production and commodity-monetary exchange. It is proved that the formation of the algorithm of the management mechanism of the activation of the potential of the regions solves such scientific tasks as: increasing the level of competitiveness of the region in the market environment based on the introduction of innovations; intellectualization of the region's capital; increasing employment of the population; environmental protection and human health. The sequence of the mechanism for activating the potential of the regions is substantiated, which includes the procedure for the formation of appropriate provision based on the establishment of the availability of appropriate resource provision and includes the following stages: first, the establishment of appropriate subjects, participants in activities, the goals and objectives of which must be agreed upon to achieve set goal; secondly, the establishment of appropriate criteria that ensure the formation and implementation of appropriate tasks to achieve the goals of all participants in the activity; thirdly, determination of factors affecting the external and internal environment; fourthly, the formation of management criteria, which by their influence on the factors of the surrounding environment are aimed at ensuring the economic and social development of the regions, with the selection of growth points, which will contribute to the activation of the development of the potential of the regions. Measures aimed at ensuring the activation of the development potential in the conditions of variability and uncertainty of the external environment are the basis for the implementation of the regulatory direction of the implementation of the potential mechanism.
