Modern Tendencies Of Functioning Of The Labor Market In The Conditions Of Acute Social-Economic Crisis

The problems of the functioning of the labor market are important for the development of any country, especially in the conditions of aggravation of the socio - economic crisis, which changed the main parameters of the labor market, increased the extent of illegal employment and labor migration. Taking into account the importance of these factors for improving the welfare of the population, improving the socio-economic development of the country, the aim of this research was to determine the modern tendencies of the functioning of the labor market, the allocation of its features in the conditions of socio-economic and political instability, the rationale of the directions of activation of the labor market as an important factor in improving the quality of life of citizens and the factor of improving the socio-economic state of the regions and the country as a whole. The article describes the ways of formation and development of Ukrainian system of legislative regulation of the labor market, describes the existing tendencies in the functioning of the labor market, defines its features in conditions of socio-economic and political instability, identifies the main problems of its functioning at the state and regional levels. The author conducted the research of the level of employment and unemployment, illegal employment, labor migration and payment, its non-compliance with European standards. Taking into account the increase of migration outflow of population and demographic risks, the author proves the necessity to change the state policy in relation to migration of the working population and youth to preserve human capital. The author argues the feasibility of introducing a new system of cooperation between employers and educational institutions to address the issue of youth employment. According to the results of the research, the directions of activation of the labor market development in the conditions of aggravation of the socio-economic crisis are proposed.
