THE INFLUENCE OF FINANCIAL AND INDUSTRIAL GROUPS ON THE FOREIGN POLICY MECHANISM OF UKRAINE IN 2014–2025

Анотація

The article considers the forms, methods and results of the influence of financial and industrial groups on the foreign policy formation and implementation mechanism of Ukraine in 2014–2025. The essence and features of Ukrainian financial and industrial groups is analyzed. The structure and functions of the foreign policy mechanism of Ukraine is studied. Using the biographical method the state authorities that make up the country's foreign policy mechanism are studied in order to identify personal political subjects affiliated with financial and industrial groups. The methods and results of influence on the state’s foreign policy mechanism caused by financial and industrial groups are revealed. It is noted that the key methods of influence of financial and industrial groups on the foreign policy mechanism are the participation in the work of the Verkhovna Rada of Ukraine of political forces controlled by considered groups, as well as lobbying the interests at the level of presidential power, or the occupation of the position of President of Ukraine by the leaders of financial and industrial groups. It is emphasized that during the period under consideration the country’s financial and industrial groups retained the means of influencing both the political system of Ukraine and the foreign policy mechanism. At the same time, it is noted that during the Minsk negotiation process (2014–2022), the financial and industrial groups had a greater degree of influence on the country’s foreign policy. Some of political forces that implemented a moderate political course and defended the idea of normalizing Russian-Ukrainian relations could act as potential channels for projecting Russian interests into Ukrainian domestic and foreign policy. However, after 2022, the changes occurred in the country's political and social system reduced the ability of financial and industrial groups to influence on foreign policy mechanism. In addition it led to exclusion of personal and institutional actors capable of projecting Russian interests from political system. This circumstance negates the significance of financial and industrial groups as potential channels of Russian influence on Ukrainian politics.
