PRIORITIES FOR THE POST-WAR RECOVERY OF UKRAINE'S EXPORTS

In the section of the monograph, a hypothesis is put forward that one of the means of reducing the period of post-war recovery of the Ukrainian economy is the state stimulation of economic activity in industries that produce export products of increased technological complexity. The purpose of the article is to substantiate the expediency of developing in Ukraine a policy of structural modernization of the economy, aimed at increasing the export of domestic products of increased technological complexity by attracting international assistance and expanding foreign markets. The research methodology is based on general scientific methods of cognition of economic phenomena and processes. In particular, a systematic approach, methods of observation and abstraction, a combination of logical and historical were used to identify cause-and-effect, structural, direct and inverse relationships between military and economic events that caused a crisis in the Ukrainian economy; normative and positive analysis and the method of scientific hypothesis were used to substantiate the policy of structural modernization of the Ukrainian economy; the method of qualitative and quantitative analysis was used to compare the ability of countries to create trade incentives for the development of Ukrainian exports. Research results. The basic provisions that should be used to develop a policy of structural modernization of the Ukrainian economy are determined. It is proposed that part of the international aid should be directed to the implementation of structural modernization policy measures which will determine the priorities of economic development in the post-war period. The list of priorities should include the reconstruction of enterprises capable of resuming the export of the following types of products of increased technological complexity: turbojet engines, turboprops and other gas turbines; water steam turbines and other steam turbines; parts of aircraft and spacecraft of heading 8801 or 8802; sound or visual signaling electrical equipment; electrical heating devices; insulated wires, cables and other insulated electrical conductors, fiber-optic cables; yachts and other floating craft; vessels intended for the transportation of people or cargo; weapons, ammunition. It is found that to expand the export of these types of products, the EU countries create greater trade incentives than China and potential poles of global growth among emerging economies. Practical implications. An effective policy of structural modernization of the Ukrainian economy can reduce the period of its post-war recovery from 8 to 5 years. Value/originality. The proposed scientific approaches can be used to assess the advantages that the Ukrainian economy will receive in the post-war period if favorable conditions are created for the production of new types of export products of increased technological complexity.
