THE MANAGEMENT STRATEGIES FOR HIGHER EDUCATION SECTOR IN THE COUNTRIES OF EUROPE IN THE CONTEXT OF ADMINISTRATIVE DECENTRALIZATION REFORMS
Анотація
In the article we examined the management strategies for higher education sector in the countries of Europe at the turn of хх–ххі centuries. We illuminated the contents of rational planning and control strategy, self-regulation and state supervision strategies. We focused attention on the fact that the western scientists substantiated the necessity of realization of administrative decentralization reforms in the sphere of higher education management in the EU, Ukraine and the CIS. They offered to substitute for the state control model of functioning of higher education sector on the state supervision model. In the article we defined the variants of decentralization reforms.
