The Necessity and Foundations of Behavioral and Responsibility Consolidation under Conditions of Financial Instability

Анотація

In the context of developing financial relations and their behavioral interpretation, the article substantiates the significance of consolidation as a specific toolkit that creates the basis for transitioning from fragmented regulatory measures to comprehensive consolidation. It is proven that, in light of ensuring financial stabilization, consolidation goes beyond purely fiscal indicators and should also be viewed as a tool for overcoming behavioral imbalances. Behavioral consolidation is defined as a process of systematic integration of psychological and cognitive determinants into state regulation mechanisms, allowing for the transformation of subjects' irrational reactions into a predictable resource for financial stability. It is emphasized that behavioral consolidation is not a mechanical set of actions, but a process of overcoming "behavioral failures" by aligning private interests with the vector of the state financial strategy. By analogy with fiscal consolidation, which restores the balance between income and expenditures, it is noted that behavioral consolidation restores the balance between the freedom of financial choice and the burden of financial responsibility. The characteristics of individual elements of the behavioral chain are clarified from the perspective of behavioral consolidation, specifically regarding the conditions for the emergence of irrational interests, responsibility as a stabilizer, and the transformation of "financial punishment" into a "resource of predictability" in financial relations. Responsible behavior is considered a special type of synthesis—a fundamental filter that cuts off destructive financial decisions. It is substantiated that under conditions of war and digital modernization, when system vulnerability is determined by behavioral risks, behavioral consolidation can become a tool for "cementing" the financial architecture through the predictability of subjects' actions. Its implementation allows for the transformation of financial policy from a reactive crisis-response mode to a proactive mode of forming a responsible financial environment.
