The Impact of Structural Socioeconomic Changes on the Resilience of Quality of Life of the Population: A Regional Dimension
Анотація
The article examines the impact of structural socioeconomic changes on the resilience of quality of life of the population of Ukraine under the conditions of full-scale war, with a particular emphasis on the regional dimension. It is substantiated that in crisis and wartime conditions the traditional interpretation of quality of life as the achievement of high social standards is replaced by an approach focused on resilience, understood as the ability of individuals and communities to withstand shocks, maintain basic living conditions, adapt to uncertainty, and recover after destructive impacts. The study demonstrates that structural socioeconomic transformations are highly differentiated across regions: in the frontline regions, they are manifested through infrastructure destruction, loss of economic potential, and mass migration; in the central regions – through the redistribution of labor resources, economic adaptation, and increased strain on social systems; in the western border regions – through demographic pressure, growth of the service sector, and intensification of infrastructure limitations. It is proved that these region-specific transformations directly affect the resilience of quality of life, shaping different challenges for the regional policies. Special attention is paid to the role of regional authorities as key actors in strengthening resilience at the territorial level. The article substantiates the appropriateness of implementing differentiated managerial decisions aimed at restoring critical infrastructure, supporting employment, integrating internally displaced persons, expanding social and housing infrastructure, and effectively utilising the potential of cross-border cooperation. The conclusion emphasises that enhancing the institutional capacity of regional governments and introducing monitoring systems for quality-of-life resilience indicators are essential prerequisites for sustainable regional development of Ukraine during wartime and postwar recovery.
