MODELS OF STATE REGULATION OF DIGITAL HEALTH SYSTEM TRANSFORMATION: FOREIGN EXPERIENCE AND OPPORTUNITIES FOR ADAPTATION IN UKRAINE

The article emphasizes that, in accordance with the concept of Society 5.0, the digital transformation of the healthcare system is an important instrument for improving the quality of life of citizens. Foreign experience in state regulation of the digital transformation of healthcare systems is examined, and the possibilities of its adaptation in Ukraine are analyzed. Key mechanisms and policies implemented in leading countries of the European Union and other regions of the world are considered, including the integration of electronic medical records (EMRs), telematics infrastructure, and master data management (MDM) solutions. International initiatives and strategies for the digital transformation of healthcare are briefly characterized, including the Digital Decade 2030, the EU eHealth Action Plan 2023–2030, WHO recommendations on digital health, as well as the concepts of smart cities and data-driven healthcare. The state of digital transformation of the healthcare system in Germany, Poland, and the Czech Republic is examined. Particular attention is paid to regulatory frameworks, interoperability standards, and personal data protection practices, as well as their impact on the efficiency of medical services and the quality of clinical decision-making. Key success factors, as well as problems and challenges of digital transformation, are identified, among which the uneven implementation of digital solutions in different countries, the imbalance between the availability and functionality of electronic services, fragmentation of the regulatory framework, cybersecurity risks, and the limited availability of financial and technical resources are highlighted. A system of measures to accelerate the digital transformation of the healthcare system in Ukraine is developed, and a plan for their implementation is defined, including recommendations on legislative, organizational, and technological support. It is emphasized that the research results may be useful for representatives of public administration bodies, healthcare institutions, research institutions, and developers of digital solutions, as they provide a systemic understanding of the role of state regulation in the digital transformation of the healthcare system.
