SOCIAL CHANGE AND SOCIAL WELFARE IN UKRAINIAN COMMUNITIES IN THE CONTEXT OF PRIVATE SECTOR ENGAGEMENT

In the context of war, Ukrainian communities are facing large-scale social changes and challenges in recovery and ensuring citizen participation in strategic planning and decision-making processes.In the context of challenges at the community level, it is important to unite forces and interact with local stakeholders (representatives of local governments, public organizations, private sector, and activists) in the areas of cooperation, civic participation, joint planning, transparency mechanisms, coordination, strengthening trust and social welfare.The involvement of the private sector as an important actor in the processes of recovery of territorial communities is of particular relevance.Business is considered not only as a source of financial resources, but also as a partner in social projects, local economic development, job creation and improving social welfare.The effectiveness of community interaction with the private sector largely depends on the level of institutional capacity of communities, the availability of clear cooperation mechanisms, the alignment of interests of the parties and the level of trust between them.The article presents the results of a survey on the potential for cooperation between communities and business.The main barriers to interaction between the community and the private sector are identified, including the lack of clearly defined cooperation mechanisms, insufficient consideration of business needs by the authorities, the presence of bureaucratic obstacles, and a low level of intersectoral trust.The expected results of interaction between the community and the private sector are presented, in particular, improving the quality of social, medical, and educational services, expanding opportunities for local business development, attracting resources to implement priority community initiatives, and introducing innovations.
