HUMAN CAPITAL AS A RESULT OF PARTNERSHIP BETWEEN BUSINESS AND EDUCATION IN INNOVATIVE DEVELOPMENT OF THE REGION
Анотація
The article examines human capital as both a result and a key driver of innovative regional development, formed through systematic partnership between business and education. In the context of the transition to a knowledge-based economy and increasing global competition, innovative development of regions is considered a fundamental condition for long-term competitiveness, economic resilience, and social cohesion. Particular attention is paid to the role of intangible factors, primarily knowledge, skills, competencies, and innovative activity of human resources. The study is based on the concept of regional innovation systems and the theoretical foundations of human capital and endogenous growth theories. It substantiates that the formation of high-quality human capital at the regional level is not a spontaneous process, but the outcome of coordinated interaction among enterprises, educational institutions, and public authorities. Business–education partnership is interpreted as an institutional mechanism that ensures alignment of educational outcomes with labor market needs, development of applied and innovative competencies, and acceleration of knowledge transfer into the real sector of the economy. The article proposes a conceptual model of integrating human capital into innovative regional development based on business-education partnership. The model reflects a multilevel structure of the regional innovation system, including micro-, meso-, and macro-levels. At the micro-level, human capital is formed through practical training, professional skill development, and knowledge generation within enterprises, startups, and educational units. At the meso-level, it performs a coordinating function by facilitating knowledge exchange and collective competencies within clusters and regional networks. At the macro-level, human capital is supported and reproduced through national educational, innovation, and institutional policies. The scientific novelty of the research lies in conceptualizing human capital as an integral outcome of business–education partnership within the regional innovation system, rather than solely as an initial factor of innovation. The results contribute to a deeper understanding of the mechanisms linking human capital formation and innovative regional development and can be used in designing regional strategies aimed at strengthening innovation capacity and competitiveness.
