PRINCIPLES OF ADMINISTRATIVE AND LEGAL SUPPORT FOR THE IMPLEMENTATION OF STATE REGIONAL POLICY IN UKRAINE

Анотація

The purpose of the article is to provide a comprehensive analysis of the principles of administrative and legal support for the implementation of state regional policy in Ukraine, to determine their essence, content, and role in shaping an effective system of public administration, as well as to develop, on this basis, proposals for improving the legal and organizational foundations of the state's regional development.Results.The article is devoted to the study of principles that constitute the fundamental basis of administrative and legal support for the formation and implementation of state regional policy in Ukraine.It is emphasized that regional development is an important task of the state, as it directly affects the quality of life of the population, economic stability, and the capacity to restore territories affected by military actions and other socio-economic crisis situations.The author stresses that effective regional policy requires clear rules and guidelines that determine the course of action of public authorities and local self-government bodies.For this reason, the principles of administrative and legal support are considered as the foundation that defines the content and direction of managerial decision-making at the local level.The article summarizes the views of Ukrainian scholars on the significance of principles in the field of public administration and analyzes approaches to their classification.The characteristics of general and special principles applied in the process of formation and implementation of regional policy are provided.Special attention is paid to the principles enshrined in legislation, as stipulated by the Law of Ukraine "On the Principles of State Regional Policy," including legality, cooperation, openness, coordination, historical continuity, equality of opportunities, and others.It is demonstrated that these principles determine the rules of coordination and interaction between public authorities, the public, and other participants in regional development processes.The author argues that modern conditions, particularly military and socio-economic challenges, necessitate an update of the system of principles.The necessity of including such guidelines as territorial security, support for local initiatives, public-private partnership, development of digital governance tools, transparency of decisionmaking, and control over their implementation is substantiated.The expansion of the system of principles will contribute to strengthening the institutional capacity of local authorities and increasing the effectiveness of state regional policy implementation.Conclusions.The article concludes that the further development of regions is possible only through the renewal of the principles of administrative and legal support, taking into account the current needs of the state.In particular, the importance of improving legal mechanisms, supporting regional potential, and creating conditions for effective cooperation at all levels of governance is emphasized.
